Floyd County Electoral Board Meeting 14 March 2024

On Motion: Review and Adoption of Minutes
for Meetings 1/4/24 through 3/11/24

Public Comment: Debbie Johnson discussed the Virginia
Project, “the Case Against E.R.I.C.” and the Republican
National Committee lawsuit against the Secretary of State of Michigan, and she distributed information to meeting
attendees. She mentioned the fact that the Governor had vetoed an override effort by the Legislature to force the
Commonwealth to re-join ERIC. She also reiterated her concerns with the purity of the State Voter list, asserting
that the list had been compromised by ERIC, and again suggested an audit review of the List for Floyd County.
Also, she said the newest posting online that she could find for the Board was from last September.
Open Discussion with the attending Officers of Election on the March 5th Dual Primary and electoral process in
general. Most felt that printing 3 sets of zero and Results tapes was good, however, it was noted that the result
tapes and SOR did not provide a simple means of discerning the party ballot selection of Curbside voters. It was
mentioned that access to the Poll Pad data might be helpful. The Board plans to consult with HART to determine
how to resolve this issue. Pollworkers were also curious as to why we are required to track party ballot choice for
curbside voters. Other topics discussed were the need for more traffic cones; signage recommendations for Willis
and Check Schools; the possibility of creating early and late shifts for workers; moving workers around over the
course of the day for training and proficiency development; suggestions for recruiting more pollworkers, including
reminder signs at polling places, community outreach and Web/Social media presence; and the signal weakness
of the call bells at some precincts. Workers were informed that complaint forms must now be displayed in Polling
Places, and Training needs to be developed for specific special circumstances during voting operations.
Budget: Board and Registrar reviewed current budget, spending, and projected expenses. There is no established
submittal deadline at this time, but we are preparing a draft proposal copy. Board determined that sufficient funds
in current budget will allow for the purchase of additional equipment cages, which will streamline the distribution
of Polling Place equipment, provide secure storage, chain of custody and yield transport cost savings.
On Motion: The Board authorized the purchase of 2 additional equipment cages for voting machine and poll pads,
Board adopted on Motion and unanimous consent, allotting the Registrar a maximum expenditure for acquisition.
Suggest redistribution of certain PT employee expenses to cover the costs of the 45-day Early Voting mandate.
On Motion: Board recessed for a brief break, by unanimous consent at 2:55 pm, Reconvened at 3:08 pm:
Web Migration: D. Francisco updated the Board on the status of the ongoing standalone IT system. April 1st
deadline will not be attained, although equipment is expected to be in place, the required software will not be in
place to allow for a full system standup. We will need to document needs and meet with County Administrator.

Preparation for Primary: Discussed need for more directional signage, cones and caution tape, also review of
paperwork to document party preference of curbside voters.
